Weather as a Force Multiplier: Owning the Weather in 2025: HAARP Series #D-1

I have a number of Military Documents that are destined to become part of the HAARP Series. This is the first of them. published in 1996, around the same year HAARP began to operate, although if you Google HAARP, you will get a variety of different dates, ranging from 1993 (Wikipedia) to 1999 (Physics Today magazine), plus the "fact" that it is mostly a "conspiracy theory." My recommendation is to go directly to the book, Angels Don't Play This HAARP, the documentary, Holes In Heaven? HAARP and Advances in Tesla Technology, and my HAARP Series, if you are really interested in the truth. Surprisingly, I am finding that many "regular" people do know about HAARP, or at least know that it is a weapon of mass destruction, NOT a research program. The first edition of the above named book was 1995, then later updated. My PDF copy doesn't have a date. Here is part of the timeline as published in the book.

1995: Congress budgets $10 million for 1996 under "nuclear
counterproliferation" efforts for HAARP project.

1995: HAARP planners to test patent number 5,041,834 in September.

1994-6: Testing of first stage HAARP equipment continues, although funding
was frozen.

1996: HAARP planners to test the earth penetrating tomography applications
by modulating the electroject at ELF frequencies.

1998: The European Parliament's Subcommittee on Security and Disarmament
holds a hearing on HAARP on February 5, 1998. Coauthor Begich presents on
HAARP and new weapon technologies.

2001-17: Projected period for HAARP operations. Fully operating HAARP
developmental proto-type system by early part of the period.

So, my point is, by the time this present document was written, the military and their contractors/researchers knew damn well they now had a piece of equipment that could easily do everything spelled out in the document. And much more. So, what do you think? Will the U.S. Military "own the weather" by 2025? In my well-educated opinion, the U.S. Military has "owned the weather" for decades, and their "ownership" is now creating horrific, catastrophic, deadly weather all over the globe. In fact it seems to me that their "control" is completely OUT of control. I've had this PDF sitting on my desktop for a couple years. I would think most of my readers are at least familiar with its existence, but it really needs to be read. The above link is from the Defense Technical Information Center. The document is also available at Internet Archive.

For people like myself that are not well-educated in the area of physics (I'm working on it), the details of HAARP are still a bit difficult for me to understand, although I would bet I understand them better than the average person. This document helped me to understand them much better and cleared up many areas of confusion. I was also able to see where we have far surpassed many of the projected plans for using the weather as a weapon, and I would suppose that once HAARP was in full operation, the controllers found all kinds of novel and fun ways to kill people and animals, and destroy the environment with their new toy.

But for the purpose of this review, I will discuss mostly what was in the document. It begins with a "Disclaimer." In other words, as usual, the U.S. Military and their contractors are not responsible for all the damage they have done.

2025 is a study designed to comply with a directive from the chief of staff of the Air Force to examine the concepts, capabilities, and technologies the United States will require to remain the dominant air and space force in the future. Presented on 17 June 1996, this report was produced in the Department of Defense school environment of academic freedom and in the interest of advancing concepts related to national defense. The views expressed in this report are those of the authors and do not reflect the official policy or position of the United States Air Force, Department of Defense, or the United States government.

This report contains fictional [yeah, right] representations of future situations/scenarios. Any similarities to real people or events, other than those specifically cited, are unintentional and are for purposes of illustration only.

This publication has been reviewed by security and policy review authorities, is unclassified, and is cleared for public release.

In the Executive Summary, the document states how exciting it will be to use the weather as a weapon.

In 2025, US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather-modification system to achieve military objectives rather than to provide a detailed technical road map.

They point out that it is a "high-risk, high-reward endeavor that some people will always find controversial and be reluctant to examine them. Really? Tesla thought it was possible to split the planet in half. Now, gosh, why haven't we tried that yet? Hm? They point out all the tremendous military capabilities we would have, and to ignore them would be at our own peril.

From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary.

They then list the five areas of technological advancement necessary to reaching these goals, which I will discuss more in detail throughout the review.

In the that follows, they list, in double columns, the ways we could "Degrade Enemy Forces" and "Enhance Friendly Forces." Do we still have "friends" at this point? I dunno. But I do know that We, The American People are now considered the enemy and these techniques are being used on US. Anyways, here are just a few of the points mentioned, and for anyone with their head not stuck in the sand, I think you will find these way too familiar.

The "Degrade Enemy Forces," column includes Flood Lines of Communication, Deny Fresh Water, Induce Drought, Decrease Comfort Level/Morale. Gosh, that sounds just like what has been going on for weeks now, non-stop, here in the U.S.A. At the bottom of this review are copious recent weather disasters have happened, are happening as I type this in mid-May, 2024, that are NOT NATURAL in any way, shape or form. When I was growing up in the 1950s-60s, it was NEVER LIKE THIS. EVER.

Incidentally, I find it reprehensible that neither this thing in the White House that calls himself "President," nor the other two bozos that are running against him, being Trump and RFK, Jr., have visited any of these disaster areas. I keep up with the news and I have YET to see any attempt by ANY OF THEM to at least pretend they "care." If I am in error about this, please inform me if you have seen otherwise. Fortunately, at the rate we are going, the likelihood that there will even BE a presidential election grows slimmer by the day. What a bunch of pathetic losers.

Anyways, the ways "owning the weather" could "Enhance Friendly Forces" are basically the opposite, creating an environment that would allow them visibility, communication, concealment of their activities, and maintaining comfort level and morale. Really. And so, if We The People are the "enemy," who are the friends? The WEF and those who print the money, perhaps?

The section ends with a two-paragraph summary of purpose. Here is the second.

In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. These levels could include unilateral actions, participation in a security framework such as NATO, membership in an international organization such as the UN, or participation in a coalition. Assuming that in 2025 our national security strategy includes weather-modification, its use in our national military strategy will naturally follow. Besides the significant benefits an operational capability would provide, another motivation to pursue weather-modification is to deter and counter potential adversaries.

Ok, so that leaves me in confusion, since the ENMOD treaty was both signed and ratified by the U.S. in 1977. (That will be the next document in my HAARP Series, by the way, and I have quite a bit of information on it.) It seems its original purpose has, em, changed. Here is the second paragraph, which, excuse me if I am dense here, but it seems to conflict with the above paragraph. Keep in mind that the treaty, or "Convention," as it is now called, was triggered by the U.S. Military's use of weather modification during the Vietnam conflict (was it ever actually declared a "war?") to flood the Ho Chi Minh Trail by prolonging the monsoon season in what was known as "Project Popeye". Anyways, let us continue with this present document.

Chapter 1, called "Introduction," gives us a hypothetical scenario, in which we are able to successfully attack a rich and powerful South American drug cartel that has just purchased some state-of-the-art Russian-and Chinese-built fighters, (the bad guys). But WE (the good guys) using our wonderful "weather-modification operations," are able to limit their ability to defend themselves. Here is a quote:

Prior to the attack which is coordinated with forecasted weather conditions, the UAVs begin cloud generation and seeding operations. UAVs disperse a cirrus shield to deny enemy visual and infrared (PR) surveillance. Simultaneously, microwave heaters create localized scintillation to disrupt active sensing via synthetic aperture radar (SAR) systems such as the commercially available Canadian search and rescue satellite-aided tracking (SARSAT) that will be widely available in 2025. Other cloud seeding operations cause a developing thunderstorm to intensify over the target, severely limiting the enemy's capability to defend. The WFSE monitors the entire operation in real-time and notes the successful completion of another very important but routine weather-modification mission.

This scenario may seem far-fetched, but by 2025 it is within the realm of possibility. The next chapter explores the reasons for weather-modification, defines the scope, and examines trends that will make it possible in the next 30 years.

Well, here in 2024, it sounds like every day military activities carried out against the American people. Plus. Hmm. I thought the U.S. is the "rich and powerful" drug cartel. I could be wrong, but I don't think I am. Forgive my cynicism, but Begich and Manning foresaw HAARP being used as a tool, in combination with civilian law enforcement, for crowd control, when we reached the point where people finally woke up and understood what had been done to them, as in Dane's "pitchforks and torches" moment. The moment is upon us, and as more and more states adopt legislation prohibiting climate engineering, We The People will become an increasingly stronger threat. This is not the time to exist in a stupor.

Chapter 2 is entitled "Required Capability: Why Would We Want to Mess with the Weather?" Keep in mind that by 1996, the U.S. Military had been messing with the weather for a good long time. Vice-President Lyndon Johnson tells us that at the beginning of every Global Alert News broadcast by Dane (see link below).The chapter opens with this sentence: "According to Gen Gordon Sullivan, former Army chief of staff, "As we leap technology into the 21st century, we will be able to see the enemy day or night, in any weather—and go after him relentlessly." Hmm, again. Please see my HAARP article, We Have Met the Enemy and He Is Us, or, Betrayed by Our Own: HAARP Series #6. This chapter also mentions ENMOD, and also "possible legal consequences," saying, "While these two events have not halted the pursuit of weather-modification research, they have significantly inhibited its pace and the development of associated technologies, while producing a primary focus on suppressive versus intensification activities." In other words, we will still do what we damn well please, but we'll just have to be more covert about it.

This chapter discusses how weather can and did interfere with military operations. Eisenhower is quoted as saying during WWII that, "Bad weather is obviously the enemy of the side that seeks to launch projects requiring good weather, or of the side possessing great assets, such as strong air forces, which depend upon good weather for effective operations. If really bad weather should endure permanently, the Nazi would need nothing else to defend the Normandy coast!" They also mention projects aborted during Operation Desert Storm, because of fog and low cloud cover. It was stated that weather forecasting accuracy was only 85% accurate for a 24-hour period. HA! Now it's less than that for a fifteen-minute period. Dane once made the comment that they can't even get it right when it's happening, and I can attest to that, too. I make my own forecasts by studying the maps and probabilities, plus the usual recurrent patterns for my immediate area.

In the section entitled "What Do We Mean by 'Weather-modification'"? the first two sentences are "Today, weather-modification is the alteration of weather phenomena over a limited area for a limited period of time. Within the next three decades, the concept of weather-modification could expand to include the ability to shape weather patterns by influencing their determining factors." In other words, why mess with the weather on a day-to-day basis when we can control the entire climate. So here in 2024, they can determine who will be able to farm successfully and who will not. They can wipe out entire farm communities with tornadoes, or flood precious cropland, cause a flash-freeze on Southern fruit crops just ready to be harvested. They can determine the length of local growing seasons as they do here at my farm, or what's left of it. I remember when I was growing up, we never had to worry about weather-related crop loss. We always had an abundant harvest. Even in the days when I was seriously attending farmers markets, I was known as the "Tomato Lady," because my car would be packed full of them, in so many different varieties. Now, my growing season has been shortened to less than two months. Here, in mid-May as I write this, I have not even mowed my lawn yet because it hasn't dried up since December. I literally have standing water or gooey mud no matter where I walk. All the work I did in the past two years to open up that land on the south side of the greenhouse is ruined. Gone. And at the rate we are going, I am beginning to wonder who is going to be farming this year at all?

Anyways, the section continues, with a hypothetical projection of goals by 2005, 2015, and 2025. That includes advances in technology and computer models for more accurate forecasting. So, here in 2024, this next statement is rather ironic.

By 2015, advances in computational capability, modeling techniques, and atmospheric information tracking will produce a highly accurate and reliable weather prediction capability, validated against real-world weather. In the following decade, population densities put pressure on the worldwide availability and cost of food and usable water. Massive life and property losses associated with natural weather disasters become increasingly unacceptable.

Well, clearly we have not reached that goal, so apparently, Plan B is to kill off as much of the population as possible. Again, my cynicism is based on what is really happening. They point out that the extreme scenario would be to alter the "global climate on a far-reaching and/or long-lasting scale," with the mildest and least controversial use of weather modification to induce or suppress precipitation/fog on a small scale. Here in 2024, we can see that they have pulled out all the stops and anything goes, especially as it is perhaps beginning to dawn on them that "using the sky as a physics lab," as Dane always says, has made a total disaster of the planet's entire life-support system. At this point, it seems they are just trying to cover their tracks on an experiment gone horribly wrong.

And just watch and see. As more and more states pass laws to stop this illegal activity, the military will claim it is all a "matter of national security." Just wait—you can quote me on that. Incidentally, each chapter ends with an ample reference section for the footnotes and quotes, some of which I would like to further pursue. In fact, I made a note to include two of these, footnotes 11 and 12. I will be discussing Teller in one of my upcoming HAARP Series issues.

(11) CJCSI 3810.01, Meteorological and Oceanographic Operations, 10 January 95. This CJCS Instruction establishes policy and assigns responsibilities for conducting meteorological and oceanographic operations. It also defines the terms widespread, long-lasting, and severe, in order to identify those activities that US forces are prohibited from conducting under the terms of the UN Environmental Modification Convention. Widespread is defined as encompassing an area on the scale of several hundred km; long-lasting means lasting for a period of months, or approximately a season; and severe involves serious or significant disruption or harm to human life, natural and economic resources, or other assets.

(12) Concern about the unintended consequences of attempting to "control" the weather is well justified. Weather is a classic example of a chaotic system (i.e., a system that never exactly repeats itself). A chaotic system is also extremely sensitive: minuscule differences in conditions greatly affect outcomes. According to Dr. Glenn James, a widely published chaos expert, technical advances may provide a means to predict when weather transitions will occur and the magnitude of the inputs required to cause those transitions; however, it will never be possible to precisely predict changes that occur as a result of our inputs. The chaotic nature of weather also limits our ability to make accurate long-range forecasts. The renowned physicist Edward Teller recently presented calculations he performed to determine the long-range weather forecasting improvement that would result from a satellite constellation providing continuous atmospheric measurements over a 1 km² grid worldwide. Such a system which is currently cost-prohibitive, would only improve long-range forecasts from the current five days to approximately 14 days. Clearly, there are definite physical limits to mankind's ability to control nature, but the extent of those physical limits remains an open question. Sources: G. E. Chapter 3 is entitled, "System Description," and it contains lots of acronyms that I did not recognize, and I am thinking they might never have made it into the finished product, as many of them stand for something that ended up not being needed, or was named something else. Thankfully, the end of the document contains an Acronyms and Definitions page. Here is the first paragraph from this chapter.

Our vision is that by 2025 the military could influence the weather on a mesoscale (<200 km²) or microscale (immediate local area) to achieve operational capabilities such as those listed in Table 1. The capability would be the synergistic result of a system consisting of (1) highly trained weather force specialists (WFS) who are members of the CINC's weather force support element (WFSE); (2) access ports to the global weather network (GWN), where worldwide weather observations and forecasts are obtained near-real-time from civilian and military sources; (3) a dense, highly accurate local area weather sensing and communication system; (4) an advanced computer local area weather-modification modeling and prediction capability within the area of responsibility (AOR); (5) proven weather-modification intervention technologies; and (6) a feedback capability.

Has that come to be? Do we have this wonderful community of military and civilian weather experts who collaborate and pool their information to benefit the "good guys," or do we have Raytheon, NASA, and NOAA who do what they please to serve their agenda, and create bizarre maps that are usually wrong?

The GWN is envisioned to be an evolutionary expansion of the current military and civilian worldwide weather data network By 2025, it will be a super high-speed, expanded bandwidth, communication network filled with near-real-time weather observations taken from a denser and more accurate worldwide observation network resulting from highly improved ground, air, maritime, and space sensors. The network will also provide access to forecast centers around the world where sophisticated,tailored forecast and data products, generated from weather prediction models (global, regional, local, specialized, etc.) based on the latest nonlinear mathematical techniques are made available to GWN customers for near-real-time use.

Incidentally, there are quite a few graphics, provided by . . . guess who . . . . The Microsoft Clipart Gallery. Gosh, imagine that. Here"s their imagery for the GWN.

Their mention of NOAA says their "1995-2005 strategic plan," does not include weather modification, but focuses on better warning systems and long-term climate forecasts. They also mention NEXRAD (Next Generation Radar) and Doppler weather surveillance systems, which of course are in use. However, for those who listened to the testimony given by Dr. Denise Sibley for the Tennessee Senate Hearing to adopt the bill to ban geoengineering in Tennessee, she states, reading from the document that was released by the White House late in 2023, that NOAA and NASA were two of the named organizations involved in geoengineering.

In reading this and other chapters, it seems we have advanced way beyond what was projected back in 1996, so I will skip much of this information. However, I want to quote this paragraph that I found interesting.

A product of the information age, this system would be most vulnerable to information warfare. Each WFSE would need the most current defensive and offensive information capabilities available. Defensive abilities would be necessary for survival. Offensive abilities could provide spoofing options to create virtual weather in the enemy's sensory and information systems, making it more likely for them to make decisions producing results of our choosing rather than theirs. It would also allow for the capability to mask or disguise our weather-modification activities.

I wonder if "spoofing" was ever used. I mean, now, when we want to exert our "offensive abilities," we just flood the whole fucking country. Or cause an earthquake. I think that HAARP instantly made a lot of the projections in this document obsolete, because HAARP is one of, if not THE largest weapon of mass destruction in the world, which has changed how a lot of "conflicts" have been solved. Silent Weapons for Quiet Wars. That will be another document I'll report on soon. They state, "Conceivably, with enough lead time and the right conditions, you could get "made-to-order" weather." Again, I think HAARP has made many of these "challenges" easier. I think this quote points to that. "Such a system would contain a sensor array and localized battle area data net to provide the fine level of resolution required to detect intervention effects and provide feedback. This net would include ground, air, maritime, and space sensors as well as human observations in order to ensure the reliability and responsiveness of the system, even in the event of enemy countermeasures."

I made the note to myself, twice, during the reading of this document, wondering why we must waste so much time and money developing all this new technology to defeat the "enemy" when we could instead use our resources to secure World Peace. I've wondered that all my life.

Chapter 4 is entitled "Concept of Operations," and is by far the longest chapter in the document. It covers all the areas of weather modification for warfare purposes, that were being considered here. They are:

Storms
Exploitation of "NearSpace" for Space Control
Opportunities Afforded by Space Weather-modification
Communications Dominance via Ionospheric Modification
Artificial Weather
Concept of Operations Summary

Numbers 5-7 concern HAARP and messing with the ionosphere/radio frequencies. Here is their opening statement. "Limited only by the imagination." I find that a scary statement.

The essential ingredient of the weather-modification system is the set of intervention techniques used to modify the weather. The number of specific intervention methodologies is limited only by the imagination, but with few exceptions they involve infusing either energy or chemicals into the meteorological process in the right way, at the right place and time. The intervention could be designed to modify the weather in a number of ways, such as influencing clouds and precipitation, storm intensity, climate, space, or fog.

As you can see in the list above, "Precipitation" is the first item, and as we know, it is, at least here in the past 20 years, the most frequently and widely used by the U.S. Military in order to complete an agenda. If a country doesn't agree with us, cut off their water, or flood them. This particular terror is not only being inflicted upon the people of the Middle East, but on us right here at home. California's "Ridiculously Resilient Ridge" I believe it was dubbed, lasted, what? fifteen years? It was really a high pressure dome held in place with ionosphere heaters like HAARP, or maybe others, too, that absolutely blocked any rain from falling, especially in Northern California. That then did a turn-about and deluge came In its place, along with ten feet of "sNOw" (fake snow) at a time. What was the agenda? To put the farmers out of business? To destroy "real" food production so Bill Gates could buy up the land for his bioengineered "franken-food?" Does anyone really know what the purpose of this relentless assault is? The Houston area has been repeatedly deluged for weeks now, and snow and flash freezes ruined crops earlier in the year. Overseas, crops are being decimated by drought and searing heat. WTF? Weather warfare against the innocent for the purpose of global control by the elite and certain governments? (Ours.)

Anyways, they point out how too much rain can immobilize the enemy, but drying the terrain can make it easier for the "good guys" to move around. They also discuss cloud seeding, and utilizing bodies of water to enhance rainfall. Most of my regular readers are familiar with all this because it happens on a daily basis now, and having the ideal environment to manipulate precipitation isn't quite as essential these days, since the techniques in this field have advanced greatly.

The section on fog discusses ways to make it dissipate, which, of course, would in general be beneficial for anyone travelling. Generating fog could be used to help military units to avoid detection, but, again, HAARP has solved many of these "problems" by a much more advanced and efficient means. They also mention the use of "smart materials based on nanotechnology" which was in the process of being developed back then. Still, fog must be being used for something. Does everyone in the U.S. remember late this winter when fog blanketed the entire country? For a couple days? That was certainly not "natural," but what was it being used for?

The next item listed is "Storms." Lots of interesting statements in this one. Here are the first two paragraphs.

The desirability to modify storms to support military objectives is the most aggressive and controversial type of weather-modification. The damage caused by storms is indeed horrendous.For instance, a tropical storm has an energy equal to 10,000 one-megaton hydrogen bombs, and in 1992 Hurricane Andrew totally destroyed Homestead AFB, Florida, caused the evacuation of most military aircraft in the southeastern US, and resulted in $15.5 billion of damage. However, as one would expect based on a storm's energy level, current scientific literature indicates that there are definite physical limits on mankind's ability to modify storm systems. By taking this into account along with political, environmental, economic, legal, and moral considerations, we will confine our analysis of storms to localized thunderstorms and thus do not consider major storm systems such as hurricanes or intense low-pressure systems. At any instant there are approximately 2,000 thunderstorms taking place. In fact 45,000 thunderstorms, which contain heavy rain, hail, microbursts, wind shear, and lightning form daily. Anyone who has flown frequently on commercial aircraft has probably noticed the extremes that pilots will go to avoid thunderstorms. The danger of thunderstorms was clearly shown in August 1985 when a jumbo jet crashed killing 137 people after encountering microburst wind shears during a rain squall. These forces of nature impact all aircraft and even the most advanced fighters of 1996 make every attempt to avoid a thunderstorm.

I don't really think our government or military takes into account "political, environmental, economic, legal, and moral considerations" about much of anything they do, unless it is near election time.

This document states that weather modification wasn't really being carried out at the time it was written, but that simply isn't true—in the U.S. or other nations. We know that experimentation had begun in the late 1940s after WWII. 1952 was the year the RAF's experiment with cloud seeding— Operation Cumulus—killed 35 people in Devon, England, near Cornwall. This is a quote from my book review, Don't Look Now, a collection by Daphne Du Maurier, which includes the short story, The Birds, (also 1952), and which Hitchcock botched, making her furious. It has been my belief since I read the story (not included in the movie), that the birds went crazy from something like a flash-freeze from chemical ice nucleation. The story stresses that it was the weather that caused the birds to become killers. Du Maurier/s husband was in the RAF. Did she know something and use her story to send a message to her readers?

I began keeping weather data in 1994, because by then, nothing about our climate here was normal or natural anymore and I wanted to know why. I would bet that those statistics in the quote above, did not apply back in the years I was growing up in the 1950s and 60s. We NEVER had so much rain as we do now. NOT EVER, nor did we have anything so torrential. We had strong storms when it became very hot and humid, but they would pass quickly, usually without damage, and the sun would come out again. That changed around the 1980s, so they must have been experimenting with weather manipulation on a regular basis way back then. Furthermore, I'm not sure I agree with their statistics on the number of storms in any given moment. The Interactive Radar map I use allows me to see the whole world, and there have been times when things were pretty dry. Of course then, countries were not experiencing the massive droughts that are so prevalent now.

One more point from this section, and that is the "concepts to explore include increasing the basic efficiency of the thunderstorm, stimulating the triggering mechanism that initiates the bolt, and triggering lightning such as that which struck Apollo 12 in 1968. Possible mechanisms to investigate would be ways to modify the electropotential characteristics over certain targets to induce lightning strikes on the desired targets as the storm passes over their location."

In the sci-fi novel, The Lost Millennium, a scenario is played out where the lightning just keeps striking, the momentum keeps it looping and expanding until everything is fried to a crisp, initiated by irresponsible use of technology. That novel was discussed by Jean Manning in the book Angels Don't Play This HAARP, and a setting depicting this scenario was also created in the documentary, Holes in Heaven: HAARP and Advances in Tesla Technology, so lightning is something we had better not mess with. And yet they are. Do you notice how sometimes during these really bad storms, there are thousands of strikes occurring within the area of the storm? Out west it was even more so. While the drought was still at its worse, dry lightning would strike—a catastrophic event for bone-dry land. I remember Dane talking about 60,000 lightning strikes happening in his area. Anyways, I was delighted to find the above book—a beautiful vintage copy from 1967 of The Lost Millennium, at a very low price from Amazon, so that will be another issue in this series.

The next items in the list deal with Space Control/Weather/Warfare, and control and modification of the ionosphere. Again, this wasn't a pipe dream (or should I say wet dream) for the U.S. Military. By 1996, they were in possession of all of the HAARP patents, and knew exactly what it would be capable of doing, plus some things they hadn't imagined yet.

One of the things that had me a bit confused was the radio frequency bands—HF and VHF (High-Frequency and Very High-Frequency). I don't remember much about what was discussed concerning those frequency bands in Angels Don't Play This HAARP. It was the VLF and ELF (Very Low and Extremely Low Frequencies) that caught my attention, because of the health risks associated with them, and their ability to affect people's minds, as in mind control, the subject of another upcoming HAARP issue. This document says that the high-frequency bands may not be needed in the future.

While we recognize that technological advances may negate the importance of certain electromagnetic frequencies for US aerospace forces in 2025 (such as radio frequency (RF), high-frequency (HF) and very high-frequency (VHF) bands), the capabilities described below are nevertheless relevant.

But of course, they are still needed. HAARP stands for High-frequency Active Auroral Research Program. (It's not a project, it's a weapon.) Here is an article about how HAARP uses high-frequency heating in order to generate ELFs and VLFs which are difficult to generate. They can be used to communicate under water, like with submarines. But they are also being used for more nefarious purposes.

In other cases, however, VHF and UHF frequencies, did become obsolete. Remember the old TV signals before they went digital? Yep. VHF got us three Cleveland stations, but then they came out with UHF, which allowed us to pick up many more. That ended in 2007 when everything went digital—and that's when my old TV got trashed. I haven't owned one since.

Over-the-horizon radar transmissions are also mentioned, which are diagrammed in the HARRP article linked in the above paragraph. They say:

Ionospheric mirrors for pinpoint communication or over-the-horizon (OTH) radar transmission. The properties and limitations of the ionosphere as a reflecting medium for high-frequency radiation are described in appendix A. The major disadvantage in depending on the ionosphere to reflect radio waves is its variability, which is due to normal space weather and events such as solar flares and geomagnetic storms. The ionosphere has been described as a crinkled sheet of wax paper whose relative position rises and sinks depending on weather conditions. The surface topography of the crinkled paper also constantly changes, leading to variability in its reflective, refractive, and transmissive properties.

Creation of an artificial uniform ionosphere was first proposed by Soviet researcher A. V. Gurevich in the mid-1970s. An artificial ionospheric mirror (AIM) would serve as a precise mirror for electromagnetic radiation of a selected frequency or a range of frequencies. It would thereby be useful for both pinpoint control of friendly communications and interception of enemy transmissions.

This concept has been described in detail by Paul A. Kossey, et al. in a paper entitled "Artificial Ionospheric Mirrors (AIM)." The authors describe how one could precisely control the location and height of the region of artificially produced ionization using crossed microwave (MW) beams, which produce atmospheric breakdown (ionization) of neutral species. The implications of such control are enormous: one would no longer be subject to the vagaries of the natural ionosphere but would instead have direct control of the propagation environment. Ideally, the AIM could be rapidly created and then would be maintained only for a brief operational period. A schematic depicting the crossed-beam approach for generation of an AIM is shown in figure 4-1.

Russia actually had an ionosphere heater before HAARP. These mirrors are discussed in Angels Don't Play this HAARP, and I have downloaded the above article by Paul Kossey to add to my research projects. Anyways, most of this section has indeed been put into practice since HAARP was built, and it was very familiar to me, so we have actually "owned the weather" for decades.

There's only one more point I want to make, and it is in the "Artificial Weather" heading at the end of this chapter. It is about creating "virtual weather."

For instance, virtual weather could be created by influencing the weather information received by an end user. Their perception of parameter values or images from global or local meteorological information systems would differ from reality. This difference in perception would lead the end user to make degraded operational decisions.

Nanotechnology also offers possibilities for creating simulated weather. A cloud, or several clouds, of microscopic computer particles, all communicating with each other and with a larger control system could provide tremendous capability. Interconnected, atmospherically buoyant, and having navigation capability in three dimensions, such clouds could be designed to have a wide-range of properties. They might exclusively block optical sensors or could adjust to become impermeable to other surveillance methods. They could also provide an atmospheric electrical potential difference, which otherwise might not exist, to achieve precisely aimed and timed lightning strikes. Even if power levels achieved were insufficient to be an effective strike weapon, the potential for psychological operations in many situations could be fantastic.

One major advantage of using simulated weather to achieve a desired effect is that unlike other approaches, it makes what are otherwise the results of deliberate actions appear to be the consequences of natural weather phenomena.

Again, the new warfare. Silent Weapons for Quiet Wars. Killing people without them even knowing they were under attack. I think that's a cowardly attitude, but that's just my opinion. And that is all of the main body of the document. The remainder contains "Investigative Recommendations," diagrams, appendices, and other useful information. It's actually a very interesting document, except for the subject matter being so repugnant. Here is one diagram I found particularly interesting. It is a graph indicating which forms of weather modification will become more important by the time we reach 2025. (IF we reach 2025.) You will notice that Fog and Cloud Modification becomes less and less important, but gosh, look at Storm and Precipitation Modification. Beginning in about the 2020s, they shoot right up in major importance. Hmm. Imagine that.

Here is a new and disturbing related article. OMG! This one is filled with quotable sentences. No wonder our Alien allies haven't landed here yet! But no worries. Biosphere collapse will end us all very soon.

And the amount of space debris is increasing so rapidly and in such magnitude that it is beginning to jeopardize the study of astronomy. GASP!! Remember my article from a few years ago?
The Encapsulated Earth

The last part of this review will be devoted to weather catastrophes, mostly from the U.S. dating from late April to May 15, and mostly videos from The Weather Channel. I realize they dramatize the weather, but hundreds of tornadoes tearing through the country, three days in a row, demolishing entire towns can't be denied. Or repeated flooding, such as is going on in the Houston area now, with water up to the rooftops in some places. There is a slew of them, so I don't expect every reader to open them all, however, I would HOPE that every reader would open some and watch the videos. Just the sheer magnitude of them should wake up even the most brain-dead of the population that these are NOT natural disasters. When I was growing up in the 1950s and 60s, we might have had ONE serious catastrophic weather event a year, in the entire country. Now it's an everyday happening.

Is there an agenda here? Of course there is. Depopulation and denigration of the quality of life are two of the goals of those who control the weather. Anyone who does grocery shopping can plainly see that most "food" on the store shelves is anything but food, with nearly zero nutritional value, I would imagine, because we are all, I would also imagine, deprived of the nutrients we need to stay healthy. I know I am, and I eat more wisely and conscientiously than the vast majority of the population, I am certain. I will be dealing more with this in later articles. The reason is that the constant barrage of toxic substances being sprayed by military tankers has poisoned the soil, air and water. How could we expect food to be healthful? But what is on the shelves now is worse than that. All this bioengineered "food" is there for the same goals as the fake Covid "vaccines." They make us sick, or kill us, and certainly make us stupid. And so people like Bill Gates grab up all this former land that has been decimated by this agenda, to turn it into agribusinesses that grow this toxic shit masquerading as "food." Weather warfare being waged by the U.S. Military against their own people? Not a doubt. Have you noticed that the tornadoes that have ravaged the country in the past few weeks have, for the most part, repeatedly hit what is known as the "grain belt" of our country? Not a coincidence. Control the weather, control the food, control the money, control the world.

Here is Dane's latest Geoengineering Watch Global Alert News, May 11, 2024, as I write this. His reports become more and more dire by the week, and he says what I just said. A couple weeks ago, he also wondered if there would be another election in this country. I've been saying that for a year. When the food shelves go empty, chaos will ensue. The people who think they are controlling us by depriving us of our necessities will find themselves also victims of their own evil, because they don't have a clue as to the massive damage they have done to the planet. When there is no soil or water, or too much water, even bioengineered GMOs won't survive. Dane also mentioned the fact that, along with the fish population disappearing, the ones that remain are much smaller. I have also noticed that with some of my birds.

Everyone should be sharing information now, and urging others to get off their lazy, self-absorbed asses and start taking responsibility for the planet that has supported life for millions of years, and is being systematically killed by those who are criminally insane. Tennessee, in the U.S., has set an example of what can be done—what needs to be done—in order to stop this atrocity. They have created model legislation that can be used by other states or countries. The more YOU know about it, the more you can keep the momentum going, now that we have this window of opportunity. That's one of the reasons I am returning to my HAARP Series. Knowledge is power. USE IT! We here in the U.S. have a Constitution that protects us from all this illegal activity. The entire world also has protection in the form of the Nuremberg Charter for Crimes Against Humanity. Here's an excellent article from Britannica, and you can clearly see that the whole concept of using weather as a weapon is immoral AND illegal, and VIOLATES International Crimes Against Humanity laws.

Crime against humanity, an offense in international criminal law, adopted in the Charter of the International Military Tribunal (Nürnberg Charter), which tried surviving Nazi leaders in 1945, and was, in 1998, incorporated into the Rome Statute of the International Criminal Court (ICC).

Crimes against humanity consist of various acts—murder, extermination, enslavement, torture, forcible transfers of populations, imprisonment, rape, persecution, enforced disappearance, and apartheid, among others—when, according to the ICC , those are "committed as part of a widespread or systematic attack directed against any civilian population." The term also has a broader use in condemning other acts that, in a phrase often used, "shock the conscience of mankind." World poverty, human-made environmental disasters, and terrorist attacks have thus been described as crimes against humanity. The broader use of the term may be intended only to register the highest possible level of moral outrage, or the intention may be to suggest that such offenses be recognized, formally, as legal offenses.

And of course there's the ENMOD treaty mentioned at the beginning of this review, making weather modification for purposes of warfare illegal. But the U.S. Military, and probably most other large militaries around the world think they are above International Laws, so they are largely ignored.

And last, I post these videos, so I have a reference to them. Even if the videos themselves are taken down by the site, I still have the titles, so when we reach the point where we must provide legal evidence, as in litigation and class action suits, which will be voluminous, having a record of these events might prove to be priceless. Please use the information I provide on this site. I am not doing this because it's fun! So now, here is my collection, to this date, as organized as possible. And I can't even bear to think about the animals that were injured, killed or just abandoned. I'm doing a separate article on that. At least saving the animals is important now. I remember the days when they were not allowed to come along with people being rescued or evacuated! That is beyond evil. Now efforts are made to save even the wild animals suffering from human ignorance and apathy. All life is precious.
